A Gen3 Data Dictionary (DD) is essentially authored in YAML file as DSL (Domain-Specific Language). However, there are tools available to enable Excel/CSV/TSV to YAML to JSON conversion. So, you may want to start with simple modelling in Excel for your metadata requirement for Data Dictionary Graph.
Generally, you will need to pick a baseline dictionary. By default, this is the GDC dictionary.
